If you take the video ID of a blocked video and construct a short URL, are you saying that it is no longer blocked?I see what you mean with the example you've provided, but I don't think all YouTube videos are also Shorts - I imagine the YouTube channel will have the option to make it viewable through Shorts as well. Aren't YouTube Shorts the same as normal videos with a different URL?
